1882 Partnerships

Texas law SB 1882 allows districts to partner with a variety of organizations, including non-profits to manage a school. Through SB 1882, eligible and interested highest performing schools will have the opportunity to form or engage an existing school non-profit board that would operate the school more autonomously under a performance contract with HISD.

High Schools (Level 5 Autonomy)

Announced in October 2025, Level 5 Autonomy is a new option to provide expanded innovation opportunities to HISD's highest-performing high schools.

Enabled through Texas Senate Bill 1882, participating schools will gain expanded decision-making authority over key areas including curriculum, calendar, staffing, professional development, and budgeting, while continuing to meet high expectations for academic performance. 
Schools will be governed by qualified nonprofit partner organizations through performance contracts approved by the HISD Board of Managers and the Texas Education Agency (TEA).

Four HISD high schools are pursuing Level 5 Autonomy beginning the 2026-2027 school year:

  • Challenge Early College High School 
  • Energy Institute High School 
  • Houston Academy for International Studies 
  • Kinder High School for the Performing and Visual Arts

PreK Partnerships

Beginning in the 2026–2027 school year, HISD is pursuing expanded PreK options through Texas Senate Bill 1882. This will allow the District to partner with a nonprofit to dually enroll students in both HISD PreK and an existing early childhood provider.

Partner providers would continue operating their own programs, including maintaining their staff and facilities, while having access to HISD’s instructional supports, including special education and other services that seek to improve school-readiness outcomes for children.

This collaboration is designed to strengthen early learning experiences, support a smoother transition into kindergarten, and allow the District to engage families earlier in their child’s education.
